HR Business Partner (Local Authority, Fixed-Term Contract)

The company is a district council located in Leicestershire, operating within the public sector. With approximately 350 staff members, the organization values a close-knit, collaborative environment and faces unique challenges related to local government restructuring and funding. The company is committed to serving its community while navigating changes in political leadership and public sector reforms.

The position is for an HR Business Partner on a fixed-term contract (anticipated duration of three months). The role will provide critical support during a period of organizational change, focusing on job evaluation projects and casework management. The successful candidate will work closely with small teams that have longstanding working relationships, requiring sensitivity to internal dynamics and a pragmatic approach to getting things done.

Responsibilities

  • Lead or support job evaluation processes using the Gauge system (preferred), as adopted by local authorities.
  • Manage HR casework including sickness absence management, particularly in operational teams such as depot/waste/recycling.
  • Support business reorganization initiatives across small teams.
  • Collaborate with senior management to drive projects forward and ensure alignment with organizational objectives.
  • Provide pragmatic HR advice in a complex public sector environment.
  • Assist with other HR duties as required to help push key projects over the line.

Requirements

  • Previous experience as an HR Business Partner or similar level within a local authority or public sector setting.
  • Demonstrable experience with job evaluation processes; familiarity with the Gauge system highly preferred.
  • Strong background in handling complex casework (e.g., sickness absence, employee relations).
  • Ability to work independently as a 'doer' who can deliver results without extensive supervision.
  • Sensitivity to internal team dynamics and experience working with small, established teams.
  • Excellent communication skills for engaging both staff and senior management.
  • Willingness and ability to be onsite at least two days per week; candidates based in or near Leicester are strongly preferred.

Salary and benefits

  • Day rate commensurate with experience and within local authority budget constraints (indicative rates discussed below £400/day).
  • Fixed-term contract for approximately three months (potential for extension subject to budget approval).
  • Opportunity to make immediate impact on key organizational projects during a time of change.
  • Work within a supportive team environment at a district council level.
